Which of the following most accurately describes the problem?

• Slough-based express carrier Business Post is launching an economy three-day service, Premier 72, in a bid to dent Parcelforce's dominance in the nontime-sensitive small parcels sector. "It is a market that is almost forgotten and Parcelforce has a complete monopoly of it," says Business Post sales and marketing director Guy Buswell.

He aims to attract mail-order companies and others who want to send non-urgent mail at a "very cheap price".

Business Post is adding 40 vehicles, including 13 Scania tractors, to its 800-vehicle con tract-hire fleet. The nationwide operation has 60 franchisees with 15 hubs employing its own staff.

Buswell says Business Post has benefited from Federal Express's decision to withdraw from Europe to "the tune of £500,000" worth of new business. And the company has won 65 accounts from TNT in the past month, he adds.

Franchisees have to pay £100,000 to the Business Post network, but Buswell says that this is not a deterrent as "they are guaranteed income from day one".
