Which of the following most accurately describes the problem?

The editor was telling me when he came back from that Monte Carlo conference last week—oh ! he does have a hard life—that Norman Fowler, the Shadow Transport Minister, was in good form.

In a reference to the Transport Green Paper, Norman said that whereas the policy of the Government had been in the very recent past to make us less dependent on the private car this seemed to have changed with their financial stake in Leyland and Chrysler. That attitude might help the car men at Cowley, but what about the Truck and Bus Division, by whose efforts the car producers appear to be able to have the odd days off?
