A DEPARTMENT of the Environment purge on drivers leaving the country without permits or with forged permits has brought convictions in two cases with another 28 pending since the purge began in March.
The permit swoops are held by officers of the South Eastern traffic area at Dover under the powers given by the Haulage Permits Act. Drivers are stopped and asked their destination and if it is anywhere except Holland or Belgium their permits are checked.
So far there have been two convictions on permit offences detected in this way and another three have had the dates fixed for hearings; 25 more are in the pipeline.
CM was at Dover's Eastern Dock to see the checks when they began : 161 vehicles were stopped during the day and only one haulier was found to have no permit at all and another six failed to satisfy the officers and had their permits withheld.
When a check is made the permit is checked against the 0-licence to see that the right person is using it and the per-nit is signed by the official to prevent it being used again. Period permits are checked with Newcastle.
