Which of the following most accurately describes the problem?

PACIFIC Intermountain Express of America is expanding into the UK/Middle East haulage business and has been granted an operator's licence for 25 vehicles by the Metropolitan Licensing Authority. It has bought 25 Daf 2800 Supercontinentals and has appointed Mr J. Hastie, formally of Aberdan Services UK Limited, as its Middle East transport manager. Mr John Thomas is the European trans port manager.

Operations have already begun to the Middle East and are to start shortly in Northern Europe. To support the European service the company has established a branch at Malmo in Sweden and is operating 25 Volvo F89 outfits.

The British drivers are being trained at the Daf assembly plant at Marlowe in Bucks. PIE is based at Southall, Middlesex.

Mr John Black the company's American general manager told CM: "We have surveyed the market for two years and are convinced that there is an excellent future in Europe and the Middle East for British and Scandinavian hauliers. That is why we have moved in." He said that because of permit problems initially the traffic to the Middle East was to be carried on the German road/rail system as far as Yugoslavia.
