Which of the following most accurately describes the problem?

Yali, aimed at encouraging drivers and transport managers to share intelligence, has been launched at the Port of Tilbury.

Container transport and associated activities are seen as a major factor in the three main areas of criminal interest: drug and other types of smuggling, terrorism and human trafficking. Tilbury sees about 6,000 trucks and 10,000 people on site each day, so the scope for criminal activity is clear. The message the project wants to convey is that the money generated by these organised crimes has an effect on the quality of life in all our communities.

The authorities want to know about any approach to a haulier to carry human cargoes, drugs, weapons or any other suspicious package, or sightings of anyone testing or breaching security.
