Which of the following most accurately describes the problem?

IN A waste disposal contractor who moved his operating centre without getting official permission has had his licence revoked.

William John Creasey, trading as Lingfield Skip Hire, had based four vehicles at a yard in Common Road, Lingfield, Surrey until a High Court injunction last year banned him from keeping waste at the site, a public inquiry heard last week.

Surrey County Council told Metropolitan LA Ronald Ashford that the court had given Creasey permission to keep one vehicle at the site, but he appeared to have abandoned the place completely.

The LA said some of the licensed vehicles had been seen at Creasey's home and, although he had denied using them, there was evidence that they were still being used from a place other than the specified operating centre.

Creasey — who failed to attend the inquiry — was in breach of a licence condition, said the LA.
