Which of the following most accurately describes the problem?

• The fee for a full heavy goods vehicle driving licence will be £1 a provisional licence will cost 10s. These amounts are laid down in the regulations made by the Ministry of Transport.

Most driving licences issued after completion of a successful M oT basic test authorize groups 1, 2, 3. 4 and 11. Group 1 includes heavy goods vehicles, therefore a provisional h.g.v. driving licence will not be required by anyone holding a full licence for any class of heavy goods vehicle. Basic Licences renewed after the scheme is fully introduced in February 1970 will no longer authorize these vehicles.

Test fees have been set at £6 and only in exceptional circumstances will the fee be refunded. An applicant who cancels his test three days beforehand will be able w claim a refund.

Since the Minister foretold the re-introduction of the h.g.v. driving tests in April 1967 there has been speculation regarding the position of vehicle salesmen, mechanics, delivery drivers and others whose requirement for a licence is of secondary importance. The regulations make no special provisions for these people and they can only claim exemption provided they can satisfy the six months in aggregate requirement. (CM February 28.1
