Which of the following most accurately describes the problem?

The time when hauliers can use Europe’s own satellite navigation system moves closer with the launch of two more Galileo satellites this September. “The resulting four satellite mini-constellation will enable testing of the functioning of the vast Galileo infrastructure,” says a spokesman for the EC.

The European Space Agency is implementing the programme on behalf of the EC. Galileo will perform similar functions to GPS but with greater precision and reliability, according to the EC. It will be under European civilian control and although interoperable with the American GPS (a product of the military) it will remain independent.
