a 'shambles' haulier G Williams, lie trading as
J M Motors, admitted that his maintenance had been "a bit of a shambles" in the past, when he appeared before North Western Licensing Authority Martin Albu.
Williams was seeking the renewal of his two-vehicle licence. Albu said his previous licence had expired in September 1988 and, although Williams had applied for a fresh licence, he did not provide all the required information.
After Williams had said that he had telephoned the Traffic Area and that he had been told that he could carrying on operating until 1991, Albu said that was technically true as Williams had reapplied. Williams said he had not replied to numerous letters from the Traffic Area because he had spent a lot of time in the West Indies due to family problems. The vehicles would be kept at the premises of the commercial garage undertaking the maintenance. In the past the garage had been doing the inspections and he had undertaken the maintenance work himself. But while he was away the system broke down and records were not kept up. For the future, he intended to let the garage carry Out all the maintenance work.
Adjourning the inquiry until Williams is able to produce a valid test certificate for his one vehicle in possession and an inspection sheet signed by the garage, Albu said that Williams had been an operator for a long time and should know the rules.
