THE suspension of the four vehicle licence held by Cartoon Ready Mixed Concrete Ltd, lasted just 24 hours. The licence was suspended by South Wales Licensing Authority John Mervyn Pugh until such time as the company could produce evidence that its vehicles were capable of passing the MoT test, following the lasue of three prohibition notices.
The following day the company was able to produce letters from an outside contractor, certifying that their vehicles would pass an MoT test. As a

result, the LA lifted the suspension but cut the duration of the licence so that it now expires at the end of April 1991.
Mervyn Pugh said the company was in a tough Industry. it had to have a baseline to work from once its vehicles were in Al condition, and the system of maintenance recommended In the South Wales Traffic Area would prevent any further trouble.
Earlier, the LA had expressed amazement that the company did not have an HGV Tester's Manual, saying that without one its fitters would not know what they were inspecting.
