Which of the following most accurately describes the problem?

• TNT is to offer food and drink manufacturers a multiuser distribution service to corner shops and small grocery stores. It will run the service using the depots and trucks of Premier Brands, which markets Typhoo tea, Cadbury's drinking chocolate and Smash instant mashed potato.

The venture is aimed at products which do not sell enough to need dedicated contract distribution, but still have to make weekly deliveries.

David Grahamslaw, who will head the operation for TNT, says Premier had called in TNT to look at contracting-out its distribution. Instead, TNT offered to sell capacity in Premier's vehicles and give warehouses to outside customers.
