Which of the following most accurately describes the problem?

• Britain's truck operators face fines of up to £1,000 if they fail to meet tough new anti-pollution standards.

The penalty is being introduced by Transport Secretary Cecil Parkinson, with new regulations on engine tuning emission control systems. By the end of this month all new trucks will have to meet the new standards.

Roads and Traffic minister Robert Atkins says: "The regulations require the user of the vehicle to keep the engine in tune and any emission control equipment in good order."

The regulations include the first UK gaseous emission limits for trucks and buses, says Atkins, and stricter rules are on the way: "These limits on heavy-duty vehicles are just a first step," he says.

"They do not go as far as I would like and the Government believes that for the mid-1990s the Community should adopt limits for both gaseous and particulate emissions as close as possible to the United States 1994 standards which are the strictest worldwide."
