I NOTE that the West Midlands Licensing Authority has adopted a policy of charging the revised scale of 0-licence fees, which I believe was implemented in February 1980, on applications to substitute one authorised vehicle for another.
This appears to be wrong. An 0-licence fee for each authorised vehicle is paid upon the grant of the licence. It covers those vehicles specified for the whole period of the licence and I imagine it is a form of contract between the operator and the Licensing Authority.
To change the terms of the contract, ie to increase the fee charged for the unexpired portion of the licence on new vehicles substituted against an old one, I suggest is quite wrong.
I wonder what pressure there has been brought to bear upon local authorities in this instance.
