A NUMBER of engineers concerned with the purchase and operation of vehicles used on public services are showing growing concern over rising prices and maintenance costs of vehicles and machinery. I was told that until recently the justification for buying machinery was that it replaced manual labour, but that now, however, some engineers are beginning to think that the industry is fast reaching a peak so far as the purchase of vehicles and machinery is concerned.
But the manufacturers do not seem to share their customers' pessimistic views. While the immediate economic outlook may be comparatively gloomy, visitors to this year's Solid Wastes Management Conference — Scarborough, June 18 to 21 — can expect to see a number of new exhibits.
An addition to the range of collectors from Shelvoke and Drewry Ltd will be the 11.5-tonne (11.5-ton) — gvw NN Revopak Mk II which, 6 ft 7in wide, is particularly suitable for narrow entries or in situations where a high degree of manoeuvrability is essential.
Also new is the 22.3-tonne (22-ton)gvw NT Revopak Mk II which has a body of 16.8 cum (22 cu yd) capacity and is mounted on a six-wheel chassis, powered by a Leyland Turbo 401 diesel engine.
The company is also showing the 16.3-tonne (16-ton)-gvw NY Revopak Mk II refuse collection vehicles with associated Vertipak static compactor equipment and also the 14.2-tonne (14ton)-gvw NX Revopak with container bulk loading equipment fitted.
The NX 40/50 Pakamatic will be exhibited together with the SD TZ 5,000-litre (1,100 gal) gully/ cesspool emptier.
A three-wheel suction sweeper specially designed for close work in congested areas and on factory sites is the Precinct, introduced by Melford Engineering Ltd which can also travel at up to 25 mph on the highway. Fully floating twin brushes give a 1.8 m (oft) sweep into the path of the suction nozzle which transfers the debris into the 1.0 cum (1.3 cu yd) hopper which is hydraulically tipped. A 1600 cc (98 cu in) petrol engine drives through an automatic hydrostatic transmission and gives the driver perfect control of sweeping speeds from 0-7 mph.
Power sweepers
The Tennant 240 and 260 power sweepers from R. S. Stokvis and Sons Ltd are a new range of all-hydraulic systems units, and each is available in three versions. The maker claims that this is the first time that an hydraulically operated main brush has been incorporated in such a small sweeper. Stokvis says that this drive-system 'benefits from the elimination of belts and sheaves, thus helping to reduce maintenance costs. In addition the positive hydraulic power gives constant brush rpm. Hydraulic power is also used for the vacuum fan, again eliminating a V-belt drive mechanism, reducing maintenance and assuring a constant controlled flow of air.
A new addition to the range of Glover, Webb and Liversidge Ltd is the Grenadier refuse collection machine. Designed and built by a company which has specialized for over 40 years in the design and manufacture of municipal vehicles, the Grenadier is designed to meet present-day requirements of local authorities for an efficient refuse collector to take all kinds of refuse in economic loads. It is ruggedly built of aluminium alloy and steel with hydraulic horizontal discharge mechanism. Also on show will be the Musketeer 19/60 Mk II screw-loading vehicle, the Binmaster (designed specially for the collection of 0.96 cum (1 cuyd) bins) which is built on the Karrier 013 chassis, and the Dual Tip which is a popular machine with many operators.
What is claimed to be the most complete range of refuse collection vehicles in the United Kingdom is being shown by Arenco-Alite, Letchworth. The Norba screw compaction system is offered in 38 and 54 cu m (50 and 70 cu yd) sizes and as a "minisystem with 19 cu m (25 cuyd) capacity. All Norba systems are equipped with ram ejection discharge as standard equipment.
Ronald Perham is showing the HushPacker refuse collection vehicles designed for fitting to chassis in the 13/ 14-ton-gvw range. The lightweight body construction is of high-tensile steel plate mounted on a framework of hollow section rectangular steel tubing; some of the tubes are used to carry hydraulic oil to further reduce overall weight.
The rear-loading door contains a simple compacting machanism consisting of two tension-type hydraulic cylinders connected to a specially designed linkage, which provides increasing torque progressively through blade stroke. The compacting :chanism is self-lubricating, robustly nstructed and fully enclosed, and the inufacturer claims that it requires no utine maintenance apart from yricating oil-level checks.
The company will also be showing the ddon/ Shark refuse collection vehicle th bulk container lifting apparatus, d the Shark continuous-loading use collection vehicle.
Bunce (Ashbury) Ltd will be showing range of motorized and lorry)unted snowploughs and gritting tchines. New this year is the Bunceioke P40 hydraulically driven bulk tter. This unit is complete with its ?n independent diesel or petrol engine d can be ordered with mechanical or draulic transmission.
Powell Duffryn Engineering Ltd is uipment on show will include the TR30 Dinosaur container handling vehicle with a gross lift of 18.3-tonnes (18-tons) in containers of 11.5 to 30.5 cu m (15 to 40 cu yd) capacity. The Route King DRK20 street collection vehicle and the Meiller container handling vehicle will also be on show together with the Rolonof 24/6 which picks up, transports and tips loaded containers through a central lifting arm powered by hydraulic rams.
Introduced four years ago the Static Packslave II, with integral power unit, will be exhibited together with the Power Mite, which tucks easily into a small corner and yet handles up to 56 cu m (73 cuyd) of waste per hour.
Lacre Ltd this year will have on display a range of refuse collectors from the 13 cu m (17 cu yd) (airspace) Packmaster with compaction capacities of up to 245 Kg/cum (700lb percuyd) to a 23.7cu m (31 cu yd) (airspace) vehicle with compaction capabilities of up to 350 Kg/ cu m (1,000 lb per cu yd). These units have low-loading, full-width hoppers which accept and compact all types of refuse from domestic waste to furniture. Additionally, the hopper will accept for further compaction the contents of containers up to 6.2 cum (8 cu yd) capacity. Lacre is also exhibiting sweepers.
Telehoist Ltd has the new model CH801 Load Lugger with a 16cu m (21 cu yd) container and a lifting capacity of 16.3-tonnes (16-tons). The geometry of the boom arm and lifting rams has been improved and the ram piston diameter decreased.
Low cost
The Telecon — a new low-coast container handling system for use with agricultural and industrial tractors — is also shown. This system is designed to pick up, off load or tip to 60 degrees, containers from a variety of designs when hooked into the tractor's hydraulic system.
The range of container handling equipment by Vapsco (London) Ltd is of all-British .design and manufacture. The new model 3S, which will be shown mounted on a Bedford KCC chassis, is suitable for fitting to any chassis up to 7.5 tons gross. The equipment has been designed to benefit from regulations due to be introduced in 1976 allowing drivers to operate combinations up to 7.5 tonnes without an hgv licence. The system has a lifting capacity from ground level of 4 tons and is suitable for handling containers from 3.8 to 9.2 cu m (5 to 12cu yd) capacity.
Model 9S, which is similar in principle, is designed for vehicles in the 14.2 to 16.3 tonnes (14 to 16-ton)-gvw range and has a lifting capacity of 10.2 tonnes (10 tons) from below ground level, working with containers from 3.8 to 10.7cum (5 to 14cuyd) capacity.
The Tri-Pak TP-II compactor from Tr-City European Sales Ltd has been rated this year to give 24 per cent more capacity and power. The transportable packer-container system is freestanding and can be set down on any suitable location by a skip-handling vehicle.
Modifications for increased efficiency have been made to all the Tri-Pak range from the TP-9 and TP-10, which are being installed in new hotels, through the TP-22 for shopping or industrial complex application, to the TP-77 and TP-99 which cope with transfer stations large enough to serve a city.
In addition to its range of low-profile gritters, Atkinsons of Clitheroe Ltd is also exhibiting the Verro City 2B sweeper unit of Swedish design and construction, claimed to be among the most popular sweepers of its size in Europe. Also being shown is a range of snowploughs and angled bull-dozers.
Handling of refuse skips by means of existing tractors is the object of the Power Xo system from Steelfab Ltd. The Power Xo system can be operated by one man, it is based on an hydraulically powered X-frame chassis and a range of special containers.
Sewage container
On show for the first time from Steelfab this year will be a new container which is 4.3m (14ft) long and has been designed for use with sewage sludge presses.
The Dennis Paxit Major III is the principal offering of Dennis Motors Ltd and one of its municipal range of vehicles which employ rationalized chassis and bolted frame construction will be on view. Also on display will be the Bulkmaster; the Alleycat, a special narrow vehicle available in two wheelbases which is designed to work in narrow lanes and alleys; and the Paxit 70/50 designed for high-speed loading and capable of carrying loads of up to 7 tons. The Dennis range also includes gully and cesspool emptiers.
Rolba Ltd makes a range of snowclearing equipment. On show will be the Snow-Baby, a pedestrian-operated footpath snow blower and the slightly larger Snow-Boy 2004.
Also on display will be two RolbaWeisser IPO demountable gritter bodies, the fully hydraulic model HDH and the mechanically driven model HD/ ED, Whale Tankers Ltd (formerly Fusion (Bickenhill) Ltd) exhibits a range of municipal tankers. Since last year's exhibition, the company has changed its name and, under the new title, will be concentrating exclusively on the manu facture of tankers for municipal and industrial cleansing. On show is the Reliant based Street-Walker which incorporates many of the usual Whale features such as vacuum filling and pressure blow-back, and is designed for use in shopping precincts and gully and cesspool emptiers. The tank and donkey engine is mounted on a detachable subframe and weighs under half a ton.
Smiths Electric Vehicles Ltd will be showing examples of tipping-bodied and bin-carrying vehicles. The 2.7 cu in (3%i cu yd) capacity side-loading body is tipped by a manually operated hydraulic twin-ram gear. The bin-carrying vehicle body will accommodate 15 bins which are closed off by centrally hinged flaps with automatic lift and release stays.
Edbro Ltd is displaying the new DuoLoader designed for carrying offal. The system is based on the Bucket-Loader hydraulic skip-handling system.
The main 8.8 cum (111/2 cu yd) steel skip of the BLB2L Bucket Loader, which will be on view at Scarborough, is partially enclosed at the top by a fixed steel cover, the open portion being covered by a nylon-reinforced sheet held by two ratchets. The cover can only be released by operating the controls which are tied in to the vehicle's ignition system, thereby satisfying the "locked vehicle" requirement of the law.
The specially built 2.1 cum cu yd) skips of the Duo-Loader system are designed to discharge into the main skip at an angle of 84 degrees. Individual skips are also enclosed at the top by two centrally hinged lids.
In addition to the Duo-Loader many of the refuse collection vehicles on display at Scarborough, including the new Glover, Webb and Liversidge Grenadier, will incorporate Edbro hydraulic equipment.
Charrold is exhibiting for the first time its new hydraulically operated bulk gritting machines. The range, suitable for mounting on to most chassis, rises from 4.6 to 9.2 cu m (6 to 12 cu yd) capacities. The operating console is fitted in the vehicle cab and enables the driver to have complete control over any selected density rate and symmetry of spread as required. The complete spinner assembly can be hinged upwards to the conveyor level to permit rapid off-loading.
The hopper is rustless, being constructed from exterior grade plywood faced on both sides with fibreglass and supported in a steel sub-frame. Stain less steel is used for the rear chute and other areas where salt could cause corrosion.
Yorkshire Vehicles Ltd is showing its range of emptiers and its suction road sweeper which has load compaction as a standard feature.
Also marketed under the Yorkshire name are the Type E municipal tankers which have air-cooled rotary exhausters driven from a gearbox-mounted pto.
For the first time at this exhibition, Econ Engineering is demonstrating a range of new bulk gritting machines ranging in capacity from 3 to 6 cu m, with three basic hopper lengths of 3,4 or 5m.
