AFor this period fuel tax was estimated to

raise £679m, vehicle excise duty £247m and purchase tax £144m, giving a total of £1,070m. These amounts are, of course, for road users as a whole.

According to this report the ratio of revenue to track costs is as follows: Cars 2.1:1; public service vehicles 1.4:1; light vans 3,3:1; heavy goods vehicles 1.8:1. So in all cases, revenue raised was in excess of the claimed track costs.
