• The North West should be planned as a single area for passenger transport services and an early start should be made on major new roads in the area, states the second strategic report of the Economic Planning Council published on Tuesday. It says that rapid passenger services must be created between the main future employment centres and residential areas up to 40 miles away.
The council's latest document ''Impact on North-East Lancashire-Central Lancashire New Town Project: a Consultant's Appraisal" II-IMS(:4 supplements the preliminary report issued in 1966. It calls for a comprehensive regional plan for passenger services and for a list of roads which will soon need improvement to be drawn up for priority treatment.
