Which of the following most accurately describes the problem?

• The 15s. a-week pay increase for Glasgow's 4,200 municipal bus drivers and conductors is to be back-dated to November 19, the date agreed by Glasgow Corporation and the TGWU.

This was confirmed last week by the Corporation's establishments committee. The increase was recommended last month by the PI B.

With fringe benefits such as increased Saturday duty rates, the award will produce,26s more on the average weekly wage of the bus crews, will cost the municipal transport department about £360,000 extra a year.

Cllr. D. Neilson, convener of the establishments committee, said that following its letter last week to the Department of Employment and Productivity seeking permission to pay the increase, an official of that department had phoned the Corporation to say "they were leaving the decision to us".

There was a difference of opinion on the committee over whether the E1 national increase frozen until July 26 meant an additional £1 for Glasgow bus crews or only a further 5s on top of the 15s agreed locally and now to be paid.

This question was left for further discussion.
