Which of the following most accurately describes the problem?

• In a written judgment, the Transport Tribunal has allowed an appeal made by William McKeehan Ltd. against a decision of the Scottish LA. The appellant company had applied to the LA for an A licence for three vehicles; one to be used for goods from Glasgow to Renfrewshire and North Ayrshire and the other two to be used for paper and cardboard traffic on behalf of Bowater Packaging Ltd.

• The application was supported so far as customer evidence was concerned solely by a letter from Bowater signed by one of the directors.

The Tribunal noted that figures were produced at the inquiry which showed• that the appellants had been doing "a substantial amount of work' for Bowater, and that the letter of support provided by that company set out the position with quite a considerable amount of particularity.

After considering the letter on its merits, the Tribunal decided that there was just enough evidence to justify the granting of the application in so far as it related to the two vehicles engaged on the Bowater work.
