Which of the following most accurately describes the problem?

• On Tuesday the Road Haulage Wages Council decided to submit the RH (87 proposals to the Secretary of State for Employment and Productivity. The proposals call for higher rates of pay for new categories of drivers of vehicles exceeding 21 tons capacity; higher pay for workers whose total remuneration for not fewer than 40 hours falls below £15; and an increase in holiday pay and accrued holiday pay.

Fifteen objections were received-12 from road haulage operators and three from trade union branches. Some of the employer objectors urged that the proposals were too generous and not in line with Prices and Incomes Board requirements for increased productivity. The trade union branches felt the awards proposed were inadequate.

The council felt there was no substance in the objections and disposed of the business in a few minutes.
