The European Commission's proposals would "enable carriers of passengers, and road hauliers from any member state to operate temporarily in any other member state subject to the same conditions as national operators," said Clinton Davis.

To ensure that non-nationals would not be favoured over national operators, the Commission would also propose that non-nationals should be subject to the same legal and administrative requirements as national operators, he added, but he warned that transport freedom after 1992 would not be open to all European operators: "This freedom would be limited to those persons qualified to work as international operators," he said. "They must comply with the directives."
