We have always been most lunate with our FMC chairho, until now, have been nspbrt men. This year we will ve the services of Raymond xter who is not unknown in transport world. He has

made a number of small specialised presentations to operators, quite apart from his many television appearances.

Mr Baxter's perception and almost immediate assessment of even the most complex subjects, together with his ability to paraphrase in simple language complicated questions and answers, bringing crispness to his chairmanship. He is a master turbocharger design and development on aero engines .At Cummins he was first of all a design engineer in the research laboratory where he concentrated on the development of turbocharged diesel engines. He is a member of the Society of Automotive Engineers.

In his paper Mr Schwab will concentrate on developments in diesel engine design which are aimed at improving fuel economy and will discuss current engine trends to include turbocharging, aftercooling and lower engine revolutions. He will also look at the influence of engine installation and application on fuel economy.

David Foden is the joint managing director of Fodens Ltd and is also chairman of the commercial committee of the Society of Motor Manufacturers and Traders. His career in the manufacturing industry began in 1957 after service with the 16th Independent Parachute Brigade. He has graduated to his present position through the sales and administration functions of Fodens where as joint md his functions include marketing and sales and service. He is widely experienced in both home and export markets.

In his paper Mr Foden will look at marketing techniques and how the manufacturers' product is influenced by market trends and forces, together with legislation. He will also consider the influence of the customer, who is becoming more discriminating and demanding in a highly competitive market. He will discuss the levels of after-sales service which customers should reasonably expect when related to the capital investment involved in vehicle purchase.

Peter Land is director of Corporate Planning at the National Freight Corporation. His career has spanned many aspects of industry. Prior to joining NFC, he worked in the textile industry with British Celonese Ltd and BTR Industries Ltd. He has also served as chief acco,intant to the Western Region of British Railways.

With the NFC he was responsible for the task of forming National Carriers Ltd. The formation of NFC led to his line responsibility for all their parcels and small freight companies, involving some 30,000 people, which provided nearly half the turnover of NFC.

Mr Land has made a study of business management problems, particularly in the field of fleet financing, and his paper will look at the business problems which he visualises management will face in the next decade. Mr Land believes that identifying the problem is half-way to finding a solution, so that his paper will be very much a problems-solving exercise.

Joe Pieler is the latest addition to the Department of Trans

port team. He was appointed to the position of Under Secretary on June 12 and is in charge of the freight directorate at the Department of Transport. In his civil service career Mr Pieler has served at the Home Office and the Department of Environment and Transport. His business interests have embraced railways, highways, road safety, international transport and EEC legislation.

Mr Pieler arrived at the Department of Transport just as the Foster Committee completed its deliberations on the submissions of all of the parties interested in the restructuring of operators' licensing. His presentation at FMC will take the form of listening to further submissions from individual operators who feel that they have something to say to the Foster Committee that has not already been said or who wish to criticise some of the official submissions and findings. Len Harper is a member of the Chartered Institute of Transport and an officer at the Road Haulage Association. He is secretary of the RHA Education and Training Committee and the Express Carriers Functional Group.

He represents the R HA on the RTITB Road Haulage subcommittee, the Group Training Association's National Advisory Committee, the Department of Transport liaison committee on admission to the occupation of road haulage operator and the National Joint Committee for Young hgv Drivers. Prior to joining RHA he was a director and the secretary of a general haulage company.

Alan Kevan has devoted a life time to training and is at resent controller of Education and Training Services at the Freight Transport Association. He is responsible for FTA's residential training courses and acts as the consultant to member companies. He represents the FTA on the same national committees as Mr Harper. For three years he was a member of the education and training committee of the Confederation of British Industry.

Messrs Harper and Kevan will lead a discussion on the relevance or otherwise of the Certificate of Professional Competence. They will discuss whether the examination and syllabus are of value and will look at the success rate of the various training courses on which their respective associations and others have been engaged.

Prior to their presentation, delegates will be invited, anonymously, to complete a mock examination paper and the results in percentage terms will be announced prior to the closing session at the conference. FMC 78 has been desigr to look at how the industry develop in the next decade, it will overcome the many p blems which will face it and hi its management will train a develop to meet the changes.
