Which of the following most accurately describes the problem?

A TWIN-compartment, 9,090 litre (2,000gal) capacity road tanker, operating at 16 tons gross designed specifically for the removal of flammable liquid waste and built by Fergussons Tankers Ltd of Portsmouth on a Leyland Clydesdale chassis, has been delivered to Hargreaves Clearwaste Treatment Centre at Wakefield.

Safety features to meet the legal requirements for the carriage of flammable liquids include open-type manhole lids incorporating pressure vent valves, in addition to the emergency foot valves arranged for tank top control. Extra removable hatches allow internal cleaning. At the rear a platform is provided to carry a demountable pump, fully earthed to prevent theā€¢ build up of static electricity, which will be used to pump waste from underground storage tanks.
