" THE whole history of this operation has shown a disregard for normal user requirements," said Mr. W. F. Quin, the Scottish Licensing Authority, at Glasgow last week when he refused an application by Andrew Lowe, Jnr., Glasgow, for an A licence for a low loader trailer on extended distance work.
The applicant had failed to apply for the renewal of a previous licence specifying "Glasgow and district" as the normal scope and had continued to use the vehicle in the interval.
When the matter had been raised, a short-term licence was granted pending the hearing of a further application for a new licence.
For the applicant, it was argued that "Glasgow and district" authorized a radius of 25 miles, but Mr. Quin refused to accept this.
For the objectors, B.R. and B.R.S., it was submitted that the vehicle had been Used illegally between November and January.
Giving his decision, Mr. Quin said: "If a change in normal user is required, there must be evidence. Here we have nothing except one letter."
The applicatiot . was refused.
