Which of the following most accurately describes the problem?

SrEPS are to be taken by the Minister of Transport to exempt certain utility vehicles from the 30 speed limit. For this purpose, the Motor Vehicles (Variation of Speed Limit) Regulations, 1950, are to be placed before both Houses of Parliament. They will not be put into effect unless approved by an affirmative resolution in each House.

The vehicles affected will, be utilities, such as shooting brakes, hotel hoses and so on, which, although engaged mainly in the transport of passengers, are not constructed 'solely in carry passengers and their effects. The Minister is not, however, willing to exempt light goods vehicles in general from the 30 m.p.h. speed limit. Utility vehicles used for the conveyance of goods by Way Of trade or business or profession, or otherwise for hire or reward, will also still be restricted to 30 m.p.h.

The Ministry states: " Under the proposed modification, only those motorcars which require carriers' licences or would require them but for the specific exemptions in Section 1 -(7) of the Road and Rail Traffic Act, 1933, or but for being in the service of the Crown or the British Transport Commission, will be subject to the limit Witless not on pneumatic tyres)."
