Which of the following most accurately describes the problem?

• A private bus company running on routes tendered by London Regional Transport (LRT) is endangering its passengers by constantly breaking the industry's safety regulations, alleges the Transport and General Workers' Union publication Bus Mirror.

The TGWU claims that an unnamed company operating north of London uses drivers with two badges so that they can work two shifts per day.

Ken Fuller of the union's bus section says: "Passengers are in danger every time they step on one of these buses."

Fuller also alleges that LRT is not taking proper responsibility for the routes it controls.

LRT, however, says that the Bus Mirror article "is a malicious report which has absolutely no substance."

Nonetheless, the Metropolitan Licensing Authority, Air Vice-Marshal Ronald Ashford, says: "An investigation was carried out and I am awaiting the report." No spokesman for the company was available for comment.
