Which of the following most accurately describes the problem?

• The first used-mini-bus centre in the UK opened last week. Birmingham-based minibus specialist Carlyle Group is running the centre at its Edgbaston headquarters. It is called The Carlyle Centre.

The move follows a steady increase in the use of minibuses for passenger transport since deregulation. Carlyle says: "The mini-bus centre offers a range of vehicles of different makes to the bus and coach industry. These vehicles will be fully checked, renovated and serviced at our Birmingham headquarters". Carlyle will also provide PSV certification, finance, a livery service and engineemg support. More than 5,000 minibuses are believed to be in service throughout the UK, and Carlyle claims to have a 20% market share.
