Which of the following most accurately describes the problem?

• Two officers connected with public transport in London are visiting Rome to learn at first hand the results of the recent "free fares" experiment on the city's buses and trams. The visit was suggested by Mr Horace Cutler, chairman of the GLC's policy and resources committee. One officer is from the GLC staff, the other from the LTE.

Meanwhile, conflicting reports have been received regarding the success or failure of the experiment. The number of passengers was up, but apparently there was no reduction in the number of cars parked in the city centre.
