Which of the following most accurately describes the problem?

riPERATORS of goods vehicles who are about to renew their excise licences are again reminded that all rates were increased in the April, 1965, Budget. There has also been an adjustment to the rates of vehicles not exceeding 30 cwt. when towing a trailer.

The current rates of excise duty now applying are set out in application form RF4 (revised in

Sept., 1965).

Unfortunately many post offices are still issuing RF4 forms dated 1961 giving an out-of-date table of duties. As a result some operators are remitting the old rate of duty and renewal is consequently being delayed whilst applications are returned for the correct amount to be sent.
