Which of the following most accurately describes the problem?

ON Tuesday, a deputation from the Commercial Motor Users Association was. received by Mr. " J. L. Davies, chief marketing officer of the Milk Marketing Board, to discuss, among other matters, the stabilization of rates for the road haulage of milk.

The deputation, which wa's introduced ,_by Mr. Frederick G. Bristow, C.B.E., genera! secretary of the Association, consisted of Mr. E. F. B.

Topham, -chairman of the C.M.U.A. Milk Committee (North Western Area), Mr. J. W. Clayton (East Lancashire), Mr. E. 0. Gray (East Midlands), Mr. J. L. Johns (Wales), Mr. S. M. Macadam (West Midlands) and Mr. Dudley A. Elwes (bead of the licensing bureau of–the C.M.U.A.).

These submissions were made :

(1) A regional haulage rate -should he included in the price of milk, chargeable to the producer, irrespective of the distance from farm to depot.

(2) The income from this haulage flat rate should be placed in a regional pool for the purpose of discharging the transport costs within the region.

(3) The Milk Marketing Board should be responsible for the organization within each region of the distribution of milk by road by means of " approved milk carriers," who may include A, B and C licence operators, such carriers to be approved by the Board and recognized organizations.

(4) The applicable haulage rates should be agreed between the Board and a committee of the C.M.U.A. and other recognized road-transport organizations upon the basis of the weight of traffic and the mileage involved.

(5) The payment for the transport costs within a region should be discharged by the Board from the regional pool.
