Which of the following most accurately describes the problem?

THE DEPARTMENT for Transport (DfT) has issued vehicle special orders (VSOs) for 420 longer semi-trailers out of the 1,811 UK allocations.

Evidence remains that many operators are holding on to their allocation before instructing trailer makers to begin construction. The 15.65m variant is also proving more popular, with VSOs issued for 337 of these compared with just 83 of the 14.6m length longersemis. The uptake of longer semitrailers has increased by just 5% since December, but the DfT said this is where it expected to be at this stage.

FTS Hatswell finance director Colin Broster, which has authorisation to operate 11 longer semis, said: "We're having problems getting decisions from delivery points."
