Which of the following most accurately describes the problem?

THE GOVERNMENT is in the process of introducing a Lorry Road User Levy of all vehicles over 12 tonnes in April 2014.

This may seem a fair levy, so that foreign-registered LGVs pay to use UK roads like we pay to use roads on the Continent. And it would make a good contribution to the upkeep of our road network, if that is where the money will go.

However, the problem comes from UK companies that will have to pay the levy (estimated at £11 a day) and re-coup a refund from the VED they pay. While the bill is going through Parliament and looks like it will become an act, no one has explained who will be collecting the money, who will be refunding the money and how long hauliers will have to wait for a refund.

At a time when UK hauliers are struggling with fuel rises, customers maintaining old rates and a general increase in most things, I wonder how many hauliers will go to the wall.
