Which of the following most accurately describes the problem?

• New drivers throughout the European Union will have to pass two initial CPC tests as well as the theory and practical LGV driving tests from 10 September 2009.

• If undergoing a national vocational training course, new drivers will be temporarily exempt from the initial CPC tests.

• Drivers who already hold a vocational licence will be exempt from the initial CPC tests but must undergo 35 hours of training within five years of September 2009.
