The FTA gave the plans its backing during its National Council last month and agreed a standard call-out charge of .P225 for recovery regardless of vehicle size. However, it believes that the application of charges by recovery operators on managed police schemes must be done in a fair and transparent manner.

The FTA also thinks that operators with stranded trucks who have made reasonable arrangements for their recovery should be allowed to do so.

Regional policy manager Jonathon James says: "In our members' experience recovery operators acting as agents of the police will not release a vehicle until the charge they imposed is paid in cash or bankers' draft. This situ

ation is compounded where charges greatly in excess of the statutory removal fee are imposed."

However, Peter Cosby, chairman of the Road Rescue Recovery Association, says: "The statutory charge is never used because the job can't be done at a fixed rate—there are too many factors to take into account. I am not defending those who charge way over the odds, but 2225 is not enough,"
