Which of the following most accurately describes the problem?

iv Galileo. the European Commission's ambitious panEuropean satellite navigation scheme, has been dealt a blow by the EU's member states.

EC Transport Commissioner Loyola de Palacio was unable to generate enough support for the £2.2bn project at a meeting last week.

She failed to convince member states that the 38satellite project makes commercial sense.

The European Parliament also voted against EC plans for a 'joint undertaking" to run the project.

Palacio says: "Galileo will provide considerable advantages in many sectors of the economy. In road and rail transport it will make it possible to predict and manage journey times."

Concerns over the scheme's cost and profitability came from the UK, Netherlands, and Germany. But its supporters, France, Spain, and Italy, say they may go it alone if an agreement cannot be reached.
