Which of the following most accurately describes the problem?

The recent reports on impounding brought to mind an incident a few years ago. A client, for whom I had done some express work, telephoned on Saturday morning to ask if I could drive a hired 7.5-tonner to Stockholm in Sweden.

A rate was agreed and I wat told that the loaded vehicle could be collected from securit at his depot, and that all the documentation was in a brown envelope on the seat. So, off I went and had no problems until got to Puttgarden Ferry Port (Germany/Denmark) where tfn German traffic police pulled me over.

Everything seemed to be in order, the licence, insurance, tachographs and the CMR were in the envelope, but unfortunately there was no Community Authorisation Permit.

I bluffed my way through this, made the delivery and returned home, where it transpired that the client had only Interim UK Authority. I do not know if he even had any margin on this to hire additional vehicles—although I feel he was acting in ignorance rather than with malice.

I believe he did upgrade his 0-licence shortly afterwards, but what might happen today, if the VI stopped you at Dover? Would the vehicle have been impounded?
