Junior Transport Minister Peter Bottornley says such tests would not be practicable.
Excessive smoke emissions under free acceleration can be judged visually by an experienced examiner, says Bottomley.
The European Commission will be making new proposals for limits on gaseous emissions from large diesel engines. Limits for smoke emissions are already in force.
In 1985 there were 675 prosecutions for smoke offences in England and Wales.
