VEHICLE LICENSING • The introduction of separate licensing for recov ery vehicles has moved a step nearer following a meeting at the Department of Transport on February 3, 1987 attended by the Association of Vehicle Recovery Operators (AVRO).

The Government intends to create a new concessionary taxation class for recovery vehicles, and the initial legislation is scheduled to be incorporated in the Finance Act 1987, and published on Budget Day, March 17.

A new definition of a recovery vehicle will also be introduced which closely follows that which AVRO proposed in 1978. This has been amended to incorporate submissions made by AVRO and supported by the principal associations and clubs at recent meetings with the Department of Transport.

As soon as possible after the Budget, AVRO will be involved in a series of meetings with the Dip to discuss the detailed regulations governing the future operation of recovery vehicles. These meetings will take place during the spring and summer of 1987 with a view to publishing the requirements in the autumn and circulating the necessary documentation to enable the new licensing system to come into operation on January 1, 1988.
