Which of the following most accurately describes the problem?

• Ken Williams, the popular manager of the Road haulage Association's Eastern district office in Peterborough, is to retire on February 27.

Williams has been associated with the RHA since its inception in 1946, joining the Association's full-time staff in 1951 as assistant area secretary. He was Eastern area secretary from 1959 until the associa tion's rationalisation programme four years ago when the Eastern district was formed and he became its manager.

After a lifetime's involvement with the haulage industry, Williams hopes that he does not lose touch completely. "I think for a time I'll be on the fringe of the business," he says.
