Which of the following most accurately describes the problem?

• David Sayers, managing director of Sayers Bulk Liquids, has had his bid for a licence for six vehicles and trailers turned down by North Eastern Licensing Authority Frederic Whalley. Sayers has been seeking a licence to replace one held by the company at Station Yard, Brompton, but failed to appear at a Northallerton public enquiry.

Whalley said that Sayers had been warned that if he failed to attend, and the application was refused, his existing interim licence would be terminated. He was not satisfied there was a valid application as a number of the vehicles specified were being used by other operators, presumably under their 0-licences.

Convictions for a defective tyre, unauthorised use and using a vehicle when a higher rate of duty was payiable brought into question Sayers' repute.

Though bank statements had been supplied, further financial details asked for had not been produced. He was not satisfied about the financial aspects. For all those reasons and the fact that Sayers had failed to attend to answer questions he was refusing the application.
