DRIVERS who harrass pedestrians on pelican crossings by revving their engines have

caused some people to lose confidence in the crossings, says the Department of Transport.

This is one of the reasons for a TV advertising camapign in the London area to educate those on foot and on wheels in the ways of pelicans.

It explains to pedestrians that "if the signal changes from a steady to flashing green man while they are crossing, there is no need to panic."

This is clearly sound advice. Only last year Lord Justice Tooting, sitting in the Park Bench Divisions, held that under the Visitors from Outer Space (Amendment) (No 2) Act 1976, flashing by green men was not an offence.
