Which of the following most accurately describes the problem?

HARLEM-Wilcomatic's HH 4000Series brake-testing machine has been given the go-ahead by the Department of Transport provided it is fitted with optional gritted rollers.

The equipment is suitable for testing all vehicles up to a maximum of 13 tonnes axle weight and has a meter range of 0 to 400kg. The manufacturers claim the machine is suitable for use with all tyre patterns, and it is powered by two three-phase electric motors.

The units are supplied with a remote control handset which allows independent selection of left or right roller unit while the operator is sitting in the vehicle being tested.
