Which of the following most accurately describes the problem?

A COMPANY whose work was said to be wholly export traffic would be more competitive if it had its own road haulage vehicles, the North Western Licensing Authority, Mr Charles Hodgson, was told at Liverpool on Monday.

Transitex Export Services Ltd, Lytham St Annes, Lanes, was seeking renewal of an 0 licence with an increase from three vehicles and 11 trailers to five vehicles and 15 trailers.

When the hearing opened, however, Mr E Leishman, transport controller, admitted that no vehicles had been specified since 1972 and said it was now proposed to apply only for those already authorized.

Questioned by Mr Hodgson, he said that the company's premises had been burned down two years ago and this had led to delay in providing capital for expenditure on vehicles. It had no vehicles of its own at the present time. It was expected they would all be acquired within the next 18 months but some might be needed within six months. Some of the maintenance would be done by the company but the majority would be contracted out to vehicle suppliers.

Transitex was engaged in packing large plant and other equipment for export through the ports of Liverpool, Hull, London and Middlesbrough.

Refusing the application, Mr Hodgson said it was premature when the company did not have any vehicles; the position was difficult, as he could only grant a renewal application for a full term of five years. No vehicles had been specified since June 1972 but the company would be free to make application for a new licence once it was sure when it was going to acquire it own vehicles.
