The examiner said that although Mr Dean had stated on application that his vehicle would receive regular maintenance inspections at a Leyland garage it had, in fact, received only one inspection since the licence was issued.

What records were available, said the examiner, were inadequate, and parking space was limited.

In defence of the licence Mr Dean said that he now had acquired parking space and was ensuring that his vehicle was regularly maintained and the appropriate records kept. He added that he had spent over 500 to ensure that the vehicle was kept in a roadworthy order.

On deciding to curtail the licence, Mr Hayward said: "If there is any further trouble you will lose your licence altogether.
