Which of the following most accurately describes the problem?

Mr Fred Mulley, the Transport Minister, has arranged to discuss the scope for improvements in the administration of the transport supplementary grant.

Stating this in the Commons last week, he said that any changes as a result of his, talks with the local authority associations would have to be within existing legislation.

Mr Mulley was replying to Mr Stephen Ross (Liberal, Isle of Wight) who asked a number of questions about transport grants.

He wanted to know whether there had been any change or development in the Government's attitude towards local adthority subsidies for public transport

since the publication last December of the Joint Departmental Circular con'cerning restrictions on the 'subsidy of public transport.

Mr Mulley said there had not. At a time when bus costs were rising rapidly, substantial fare increases were necessary if the growth in public expenditure was to be restrained.
