• The Road Haulage Association has appointed a full-time industrial relations officer (foreshadowed in CM December 6) to sort out the problems of local productivity bargaining among its 18,000 member firms.

Mr. C. A. Dixon is 44 and his duties will include assistance in discussions on labour problems with trades unions, Government departments and other bodies. Mr. Dixon was industrial relations adviser to the British Independent Air Transport Association from 1965 to 1966. From 1966 to 1968 he held a similar position with S. Simpson Ltd., London. He will be available to travel to any of the association's 15 areas to give advice and assistance to local hauliers in pay negotiations being pressed by the unions. It has long been felt that the smaller concerns have been led into "shotgun" agreements, void of any genuine productivity improvements, and that the strength of the TGWU negotiators and the inexperience of the employers in wage negotiations has resulted in an imbalance of bargaining power.

Mr. Dixon will be secretary of the RHA labour relations committee.
