Which of the following most accurately describes the problem?

A CCORDING to the annual report f'kof Mr. 0. G. Wynn, chairman of the Heavy Haulage Group of the Road Haulage Association, the group now has 36 members with 23 branch offices, giving a total vehicle strength of 415. Some 20 other applications for membership will be examined at the next committee meeting. Membership is. generally speaking, confined to hauliers of heavy indivisible loads.

The report refers to an arrangement by which the Ministry of Transport advises on routes to be followed by vehicles carrying heavy indivisible loads. It also states that the Ministry has prepared a map setting out a grid of routes to link up the main centres of the country, which are to be made suitable for the movement of loads, in some cases, up to 80 tons, gross laden weight, and others up to 150 tons.

RATES CAN BE FIXED WHEN CONDITIONS SETTLE "'WHEN the present negotiations Vic upon working conditions are finally settled, the management committee will give further consideration to the question of rates," said Mr. James Walker, in his address as president, at the annual general meeting of the Liverpool Cart and Motor Owners' Association. He said that as wages increase and working hours decline, costs must rise.
