Which of the following most accurately describes the problem?

• Beattock-based Avondale Transport Co, trading as ACC, has lost its licence after failing to produce tacho charts.

The company, which held a licence for 17 vehicles and 13 trailers, appeared before Scottish LA Michael Betts at an Edinburgh disciplinary inquiry.

The LA heard that director John D Hyslop had refused to produce tachograph records when requested to do so by a traffic examiner. Written requests that they be produced to the Traffic Area Office prior to the public inquiry had not been complied with.

Hyslop maintained that he had been unable to produce the required charts as they had been sent for outside analysis. Revoking both the company's licence and its Community Authorisations, the LA said that he would be unlikely to consider any application for a further licence within the next year.
