Which of the following most accurately describes the problem?

• A mandatory commercial vehicle quality assurance scheme is being introduced by the British Vehicle Rental and Leasing Association, to ensure its members operate up to Operators Licence standard.

About 150 random inspections a year will be made by Freight Transport Association inspectors, on members that do not hold an Operators Li cence. If the member does not rectify any faults within three months he may be forced to leave the association.

"The need for the scheme does not indicate that our members' operational standards are in decline," says BVRLA chairman Max McHardy. "It has been introduced to safeguard the interests of members and their customers at a time when rapid growth in the overall market could lead to lowerthan-acceptable standards being introduced by some rental and leasing companies outside BVRLA membership," he says.
