Which of the following most accurately describes the problem?

• In a reserv( decision, North Eastern Licenc. ing Authority Frederick Whal ey has renewed the fourvehicle licence held by Robinson Bros of Keighley (Airedal Demolition) for 12 months.

The company had previousl held a licence for 13 vehicles and three trailers. At a public inquiry in October, the LA asked it to produce further ev dence of its maintenance arrangements, saying that he would be prepared to grant a limited renewal if that informa tion proved satisfactory (CM 2-8 November).

Evidence had been given b3 a vehicle examiner concerning the imposition of two immediate prohibitions on the company's vehicles. There appeared to have been no improvement following a warnini letter in December 1987 resulting from three prohibition notices.

The company's problems were said to have been due tc the illness of its principal direc tor. The fleet was being cut back to three vehicles and the maintenance contracted out.
