Which of the following most accurately describes the problem?

ROLBA LTD, manufacturer of highway and municipal equipment, has launched two new snow blowers into the UK to coincide with the expansion of its sales and demonstration facility at its East Grinstead site.

The new models, the R400 super and R1000, are based on the existing range of all-wheel hydrostatically driven blowers imported from Rolba in Switzerland. The R400 super is an uprated version of the existing R400 and is powered by a sixcylinder turbocharged Deutz aircooled engine rated at 118kW (158bhp), giving a snow clearing capacity through the mechanically driven cutter and turbine of 1,200 tons per hour. The all-new R1000 is fitted with a 245kW (328bhp) turbocharged Volvo engine, giving a clearing capacity of up to 2,500 tons per hour.
